Having checked, this is what is actually allowed:
Expenditure on revenue items may be authorised up to the amounts included for that
class of expenditure in the approved budget. This authority is to be determined by:
• the council for all items over £5,000;
• the Clerk, in conjunction with Chairman of Council and the Chairman of the
Finance committee, for any items below £1,000.
Authority to act will be given to the Clerk in conjunction with the Chairman of the
Town Council and Chairman of Finance for expenditure in excess of £1,000 (urgent
matters) and endorsement of their action should be sought at the next Finance
Committee.
